WHERE AND WHAT THEME!?

Okay so pretty much I've always dreamed of having a sweet sixteen party that is huge. I'm planning on inviting 250 + people.

I'm trying to find a place that isn't too expensive yet has enough room for everybody.

My birthdays in December and i live in Oregon so the weather is never either hot or always cold.

I'm thinking a dress up party, black and white party or glow in the dark dance party. I want it to be remembered and it be really fun.

But i dont know how to keep it in budget which is under 1000 for the place.


HELP PLEASE?!
