What would be a good idea for a sweet 16 in dec. ?

Hi I live in the U.S. , my b-day's have never been the best. Because it's in December.

I'm an out door kind of girl, never really been able to have a really great party. I'm also really in to anime, my family can't really afford a really good party and so were using the gym at my church, but i have no idea what to do, my mom told me i should have a rolplay/cosplay party.

I was wondering if you could help me either by giving me ideas on what to do or how to make a rolplay/cosplay party work.
