My birthday is in winter and I don't know where to hold my sweet 16. I want the theme to be Starry Night, but I have no stars because its too cold ot have outside.

If I do decide to have it inside, I don't know where. My house isn't good for parties and I would like it to be classy and affordable. What should I do?
