Sweet Sixteen Dilemma!

What I’m really wondering is what would be easiest to do since I haven't don’t anything in a long time.
I want both guys and girls there, but I have never really had guys at a party of mine before. :/
I haven't had a birthday party since I was 13 and my 16th birthday party is coming up in February, the last party I threw was on Halloween but it was mostly hosted by my little sister, and her friends really outnumbered mine. So it was basically her party.
I want to be able to do something that I won't regret and be embarrassed by later in life, but i do want to have a sweet sixteen party, and on top of that a few friends have been riding me to have a party since it's almost been 3 years since my last birthday party.
My budget is about $100-$200
And the themes I were thinking about were like a masquerade party, a black and white themed party, Alice in Wonderland because it is one of my favorite movies (the newer one with Johnny Depp), or a winter themed party because my birthday IS in winter. It's still up in the air.
I’m not a really formal person but a semi-formal party might be fun.
Can anyone help? I have no clue what I should do. There are also a few places on Main Street I could go to for activities.
Like I said, I’m running on a low budget ^^' any and all help would be lovely.
