sweet 16 ideas!!!! HELP!!!

I'm a 15 year old girl in rainy Snohomish, Washington. My family isn't poor but we aren't wealthy enough to throw a huge party like in movies etc.

I really want a sweet 16 that's special, where I can be dressed up in a nice dress, not just the regular jeans and shirt.

I want it to be nice dresses but not ballroom gowns or formal. I want it to be for guys, too.

I have a birthday in November, almost the beginning of December, so weather isn't great.
