I don't know what type of party you want, but whatever you do, it's a good idea to enlist friends and acquaintances who can let you borrow things (decorations, costumes, etc).
Do jobs (such as serve food, do makeovers...), you can ask them to bring Cd's to play.
You could ask someone you know to be a DJ at your party or get a friend's band to play for you.
Different people may come up with cheap ideas or even be willing to let you use a rec room or backyard pool for your party.
One idea that I have is for a giant dress up party where all the girls bring shiny, sparkly, fancy, and elegant clothes and accessories that are hiding in their closets.
A good idea would be to set up a clothes rack for each girl's items so that they don't become lost.
you could have multiple costume changes and a "beauty contest" with a "talent portion" of ridiculous performances (eg: operatic Justin Bieber, three legged hokey-pokey, stupid stuff like that).
