neon colors, raves, black lights

This year is my sweet 16 and I wanted some ideas on what to do. I only want a few people to be at my party, and I need a very cheap idea.

My favorite kind of things are neon colors, raves, black lights, that kind of thing. I wanted some advice on what to do. Please help!
