how to decorating the room and the table?

Okay so for my birthday i was planning on having a grown up dinner at a restaurant with friends. But turns out my friends are broke.

So my birthday is this friday which is good because is when school is over. AT my house.

My party doesn't really have a theme plus i haven't got a big budget of money to spend because as it was planned we was meant to be going to a restaurant i was wondering if there was a clever inexpensive idea to make it special..

So far my mum is making the cake (It will be a hello kitty cake because im just obsessed) and other foods (she is a cook).

I was planning on watching paranormal activity at my house because there wont be nothing else to do. The clothes is optional on the people coming but the girls will come in dresses ans skirts and boys in jeans and tshirt.

The party will be at my house, in the living room and dining room. My question is ...

How would i make both the dining room and living room to have a good night and to make it look casual but inexpensive?
