So, the dealio is, the birthday girl, has clues to where her party is. And the party could be anywhere, restaurant, hotel, home... but she has no clue.

You leave clues all over the city, making her bus (or taxi) to each of the destinations. Until you bring her to the spot, or meet her at one of the stops, blindfold her, and bring her to the party.
