December sweet 16, clueless!!

I would like to have around 15 people at my sweet 16 both boys and girls. I am clueless as to how to go about this though.

I wanted to plan this for October 21st instead of December since I hate my birthday being 4 days before Christmas. But my mom refused to embrace me changing my birthday to October.

I know I have to have an indoor theme now since I live in the Midwest and it will be getting very cold very fast and maybe even snowing. I am clueless on what theme to go with since everyone is going to be mainly 15 to 17.

The only thoughts i have had is to go to crown center and go ice skating but i know that can sometimes be crowded and expensive around the winter months.

Plus i have only been 5 times max my whole life and I'm not found of blisters or totally embarrassing myself. My parents are very cheap and i very thankful they are letting me have a sweet 16 party.

this is probably the first non-family birthday party i am planning. I hate to plan things last minute but i am 100% clueless as to what to do. Winter wonderland seems to be a popular theme but my only problem is what to do.

i know you have to have a theme but what are we suppose to do? sit around and stare at each other? I don't want to just have a dance party with some friends or go to the movies i want an amazing sweet 16 party.

My dad suggested have things in 16's. like play 16 chickens and a tambourine, have 16 candles, ect... I don't know how i would plan this out though.

Again i ask myself what would we do? this is my sweet 16 so i am the one that is planing this. I have always been in someone's shadows but this year i have come out of them. My grandma just past away and so i have had to form a new social circle.

I have formed my own voice and have experienced a lot of new things. I want my sweet 16 to be fun and remembered.
I would really appreciate help planing my sweet 16.
