This could be a very interesting theme.

Decorating would be easy, lots of colors and bright lights.

You can hire entertainers to do acrobat stunts, possibly rent an animal that you would normally see at the circus as well.

(A magician would also make a really cool entertainer.)

This sweet 16 party theme would require a large venue of course.

Snacks can include: Candy apples, popcorn, large lollipops, hot dogs... and basically anything that you can think of that you would find at a circus.

If you are having this party in the great outdoors, renting a tent would be a fantastic idea. Large tents and circuses just come together perfectly.

Lots of balloons are also important for the circus party theme.
